名人广告在成熟的商业市场司空见惯，但是能够很少惹出法律纠纷的就在少数。ABC出身的广告天王吴彦祖，在拍摄佳能广告期间，接受相关媒体采访时回答说，因为从小在美国生活，他的观察里，美国演艺及体育明星充当企业或产品代言人的现象十分普遍，但因此惹出法律纠纷的却很少，这要归功于美国广告法规严格详尽，还有名人本身十分注重自己的形象。他个人认为，由于公众对名人的特殊兴趣以及名人魅力造成的示范效应，好的名人广告往往能带来事半功倍的宣传效果。所以他每次都是亲身体验广告产品，轻易不会充当广告代言人。明星一旦卷入广告纠纷，其公众形象会大受损害，甚至会影响本人的事业，因而他对于接拍什么样的广告，给什么产品做宣传都是非常谨慎的。

个人违规吸烟不受罚
在本规定所列的10类禁烟场馆中，健身馆、体育馆是第一次列入。
此前公布的征求意见稿规定，违规吸烟将处罚相关单位和个人，正式规定则只处罚责任单位，不再处罚个人。
宾馆须设无烟客房
除了10类公共场所禁烟外，一些公共场所需要局部设置无烟区。
其中，宾馆、旅店、招待所、培训中心、度假村等提供住宿休息服务的经营场所，应当按照规定设置无烟客房或者无烟楼层。机关、团体、企业、事业单位的办公、会议等工作场所和食堂、通道、电梯、卫生间等内部公共场所禁止吸烟。
吸烟区远离人员密集区
还有一些场所可以专门设置吸烟室或者划定吸烟区：餐饮、互联网上网服务营业场所等经营场所的服务区域；公园、游乐场等公共场所；飞机、火车、长途汽车等公共交通工具的等候室。吸烟室或者吸烟区以外的区域禁止吸烟。
吸烟区的划定也需要遵照较严格的规定。吸烟区所处位置应符合消防安全要求，远离人员密集区域和行人必经的主要通道；吸烟区本身要设置明显的标志，并且与非吸烟室、非吸烟区隔离。
今后，设置吸烟区的单位还将通过加强禁止吸烟的宣传教育并采取有效措施，逐步取消吸烟室或者吸烟区。
不履行规定单位将被罚
禁止吸烟公共场所的所在单位不履行《北京市公共场所禁止吸烟的规定》和本规定确定的职责的，由市或者区、县爱国卫生运动委员会办公室按照规定予以处理。

限于执法成本不罚个人
《北京市公共场所禁止吸烟范围若干规定》征求意见稿中提到，如果市民在禁止吸烟的公共场所吸烟且不听劝阻，市和区县爱国卫生运动委员会办公室可处以50元以下罚款，同时将处罚禁止吸烟公共场所所在单位。但在正式规定中，这一双罚制改成了单罚制，即只处罚后者。
“在草案意见征求期间，我们也对网友分歧最大的个人罚款问题进行了充分的论证。初衷是为了保证草案的执行力，我们甚至想过200到1000元的处罚力度。但我们在走访调查中发现，不听劝阻坚持吸烟的人只占非常少的部分，大多数人能够在提醒后停止吸烟。同时我们还考虑到对个人处罚会增加执法成本，我们现在的执法力量也不够。”张培利表示，现阶段法规还是本着倡导的原则，相信大多数烟民还是有自律能力和愿望的。张培利说，如果发现执行的效果不好，也不排除在修改地方性法规时重点考虑个人处罚问题。
针对单项罚款问题，最担心的还是餐厅、体育馆等责任单位。“我们也不希望有人吸烟。可一旦有人吸烟，我们劝阻无效被处罚的却是我们，这太冤枉了。”三元桥某餐厅的工作人员得知这一消息时表示。
对此，张培利说，餐厅不必有这样的担心，因为当执法人员对餐厅进行检查或抽查的时候也会调查清楚，餐厅是否尽到了劝阻的义务，以及设置相关标识的义务，如果尽到这些义务将不会被处罚。

3.中、小学校，中等职业学校；
4.高等学校和其他教育、培训机构的教学区域；
5.影剧院、音乐厅、展览馆、博物馆、美术馆、图书馆、科技馆、档案馆、少年宫、纪念馆等科教、文化、艺术场所；
6.商业、金融业、邮政业和电信业的营业厅；
7.公共汽车、出租车、轨道交通等公共交通工具内及其售票厅、室内站台；
8.对社会开放的文物保护单位；
9.体育馆、健身馆；

As per usual request, we are republishing the lengthy patch notes in full, but we are rounding up some of the more pertinent changes.
The above-mentioned Sunwell Isle brings several new instances for 5 person parties and 25-member raids. There are also many new quests and the ever-loved new rep faction, which has various crafting recipes and other rewards.
The PvP tournament introduces a very new element to the game: That of putting your money where your twitch-skills are. Players can choose to pay US$20 per account to participate in a global PvP arena. Some of that money goes to a real-world cash prize pool with a top prize of $75,000 to the winning team. The rest will presumably be going towards Blizzard's bottom line.
There is a new set of blue (rare-quality) blue PvP gear available for purchase from a vendor. This is intended to allow easier entry into the world of PvP within the game.
Blizzard has bumped the number of daily quests that can be performed from ten to 25 per day. Daily quests have cash and other rewards, and can be repeated once per day.
There are various and sundry changes to classes, professions, and items, as well as a number of bug fixes. This patch has no Mac-specific changes.
Also of note is that the update is being dedicated to Gary Gygax, the creator of Dungeons & Dragons, who died earlier in March.
The patch is about 462 MB and can be downloaded by logging into the game client, or by launching the WoW Launcher. Servers will be offline until 11:00 AM Pacific (2:00 PM Eastern) while the patch is being installed.

Fury of the Sunwell
The glorious fount of arcane energy known as the Sunwell empowered the high elves for millennia, until the death knight Arthas laid siege to the elven kingdom and corrupted its sacred energies. Seeing no other alternative, a band of survivors led by Prince Kael'thas destroyed the ancient fount. Over time the surviving elves fell pray to a crippling magical withdrawal.
