| 摘要: 在中国，财政拨款占着举足轻重的地位，可是财政方面却存在任务重、工作量大等状况，不利于拨款的开展。SFAM就是为解决上述问题而开发的。SFAM根据管委会财政局的软硬件情况，结合财政拨款基本业务流程，将财政拨款管理系统分为拨款管理、基本信息管理、统计查询、接口管理、安全管理等几个子系统来做开发，完成各种信息管理——企业和政策的基本信息、统计查询——财政局使用频率高的统计查询、基本业务模拟——将财政局拨款流程程序化、安全管理——用户和数据库备份等信息、接口管理——完成与财政局现有的软件（如华青等）的数据接口等方面的功能，从而减轻了财政人员的工作量、提高工作效率。本文从项目背景、开发意义、系统结构、系统功能性需求、系统非功能性需求、技术简介、详细设计、数据库设计、实现和工作总结等方面论述；其中，详细设计根据功能模块从基本信息管理、拨款管理、统计查询、接口管理和安全管理等方面来叙述。 |

| Abstract： Financial allocation plays an important role in China, but there is a heavy-task and excessive-workload condition which goes against the financial allocation. The system of the finance-allocated management (SFAM) is developed in order to solve the problem. SFAM is broken down into five components including allocated management, the management of the basic information, the statistical and query management, the interface management, the security management according to the conditions of the hardware and software of the financial office in the committee and the basic operating flow of financial allocation to provide correlative function. SFAM can lighten the workload of financial personnel and heighten work efficiency. The article discusses aspects including the background of SFAM, the meaning of SFAM's development, the structure of SFAM's system, the functional requirement of SFAM's system, the unfunctional requirement of SFAM's system, the technologic brief introduction, the detailed design, the database's design, the realization of SFAM's system, the summarization and so on. Thereinto, the detailed design includes allocated management, the management of the basic information, the statistical and query management, the interface management, the security management according to the functional model. |
